Directive 18 turns your password into a watering schedule. Fern, the seedling from Directive 17, now requires 1 to 3 droplet emoji directly adjacent to it. Directly adjacent means touching: no letters, digits, or other characters between the droplets and the seedling. Fern drinks one droplet every 40 seconds, and that droplet vanishes from your password. The Committee does not replace it. That is your department.
The full solution
The play is simple: keep exactly 3 droplets against Fern at all times.
Why 3? The drink timer removes one droplet every 40 seconds. With 3 adjacent, you have 120 seconds of runway before Fern is dry. With 1, you have 40 seconds, and you will spend them fighting some other directive. If Fern hits a drink cycle with zero droplets, wilting starts, and you have roughly 15 more seconds to deliver water before Fern dies. Death means game over, resume from the Act III checkpoint.
The trap on the other side: more than 3 adjacent droplets for 5 continuous seconds drowns Fern. So the moment you paste in a fourth droplet, delete the extra within 5 seconds. Do not “stock up.” The Committee considers overwatering a form of negligence.

Routine to adopt: whenever the password goes green, glance at Fern. If you count 2 droplets, add 1. Make the top-up a habit tied to every APPROVED moment, and the 40-second timer stops being scary.
One character-count note: each droplet is 1 character, and the count fluctuates as Fern drinks. If a directive pins your total length, remember your password silently shrinks by one character every 40 seconds until you refill.
What breaks later
- Directive 24 puts a blossom emoji directly beside Fern. Fern has two sides. Give the droplets one flank and the flower the other, and both rules hold. If your droplets currently sandwich Fern on both sides, consolidate them to one side before the flower arrives.
- Directive 21 is the quiet ally here: emoji score zero Scrabble points, so droplet churn never disturbs your letter-value total. Water freely.
- Rules that fix your digit or character makeup do not care about droplets, but any rule that makes you rewrite the region around Fern does. When editing near the seedling, never delete through the droplet cluster. Losing all three at once starts a 40-second clock you might not notice until the wilting animation does it for you.
